About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER. Serve as a recognized expert in intelligence support to capability development.

Job Duties/Responsibilities

  • Develop and define Future Operational Environment (FOE) threats to capability needs within the Army Capabilities Integration and Development System (ACIDS) and Joint Capabilities Integration Development System (JCIDS) process.
  • Assess developments and integrate Operational Environment trends and their implications into the development of ACIDS and JCIDS.
  • Apply expert knowledge of intelligence, threat analysis, and forecasting methodologies to facilitate Army capability development in ACIDS and JCIDS.
  • Develop long-range estimates and projections for threat support to capability development. Provide expert advice on techniques and innovative methods employed in threat analysis and testing.
  • Identify intelligence gaps and initiate the development of comprehensive intelligence collection programs. Advise on intelligence findings and recommended positions.
  • Plan, coordinate, and synthesize research from multiple sources and other analysts to produce complex, multi discipline intelligence products for threat testing of Army capabilities.
  • Assess overall resource capabilities to address existing and projected requirements.
  • Expert in Department of Defense and Army acquisition policy, intelligence threat support to acquisition programs, and serve as an advisor on the application of threat data in capability development and systems acquisition.
  • Technically and administratively supervise employees engaged in the above duties and responsibilities. Perform full realm of supervisory personnel management functions.
