The U.S. Army Combat Capabilities Development Command (DEVCOM) Soldier Center (SC) has an immediate opening for a Program Analyst to join our team in Natick, MA.  The position is a full-time Term appointment not to exceed 1 year and may be renewed up to six years.  This is a Direct Hire Authority (DHA) solicitation for Science and Technology Reinvention Laboratory (STRL) Mission Support.

The Soldier Protection Directorate (SPD) has a vacancy for a Program Analyst.  The ideal candidate should have experience performing a variety of administrative, budget, and programmatic activities in an office environment.  A candidate with an associate or bachelor's degree in Business is preferred.
 
The incumbent will be responsible for collecting, reviewing, evaluating, and interpreting data related to directorate programming and project execution. They will present findings, options, and recommendations, via briefings, staff reports, project papers, etc. They will coordinate with computer programming and systems personnel in the conduct of feasibility studies for the application of data processing techniques to systems and procedures requirements for operating systems. Additionally, the incumbent will participate in reviews of activities being considered for conversion to contract operations. Office administrative tasks will be assigned including communications, human resources, property and scheduling, and coordination with directorate-level administrative and support staff.

Job Duties/Responsibilities

Data processing and information management
  • Individually, or in conjunction with other analysts/specialists, directs the conduct of or accomplishes special project studies which may have potential major impact on the production processes/procedures and supports division programmatic procedures
  • Gathers and evaluates information and data about assigned programs
  • Conducts surveys, reviews, projects or audits. Analyzes and prepares reports for local and higher command management
  • Develops or guides the development of charts, statistical tables, and other graphic aids designed to reflect "before and after" situations
Communications & Scheduling
  • Prepare forms and memos as needed, proofs memos before routing
  • Provides assistance on Defense Travel System (DTS) to team members
  • Orders, organizes, and restocks supplies, business cards, printing needs
  • Responsible for records management for key data in front office
  • Responsible for managing the Associate Director's calendar and the conference room calendar
  • Assists with scheduling Associate Director/Deputy Director and booking conference rooms as needed
Human Resources
  • Maintains Directorate email distribution lists
  • Manage/updates directorate emergency contact lists
  • Serves as the official front office staff and division staff as needed; assists teams with automated time and attendance as needed
  • Completes employee update forms for front office staff and division staff as needed
  • Assists with new employee in-processing (overviews admin processes, POCs, contacts, schedules initial meetings)
Budget/Contracting/Purchase Card (GPC)
  • Serves as credit card holder for conference registration for front office and assists directorate when needed
  • Provides contracting support to directorate as needed
  • Facilitates visits and VIP visitors
  • Assists visitor hosts with clearance paperwork, and tracks progress
  • Greets and screens visitors, answers and screens phone calls
  • Assists with visits (booking rooms, Warfighter Cafe set up, clean up, assist host)
Property
  • Sub hand receipt holder for front office level admin property
  • Assists with property turn in/transfer (if applicable)
  • Serves as Key Custodian
- When called upon, serves as the backup to the Director's Administrative Assistant
 
Specialized Experience required -  A thorough knowledge of and experience using basic office software programs (e.g., Microsoft Word, Excel, PowerPoint) to create, review, and report data received. Experience creating presentations in PowerPoint to include tables and graphics; experience using communication programs such as Microsoft Teams; experience analyzing information to recommend actions; and experience with basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.
