These positions are being filled utilizing the Direct Hire Authority appointment of qualified candidates possessing a bachelor or an advanced degree to professional scientific and engineering positions within the US Army Combat Capabilities Development Command (DEVCOM) Soldier Center. This is TERM appointment not to exceed 1 year and may be renewed.

The DEVCOM Soldier Center has engineering vacancies in the following disciplines: General Engineering and Mechanical Engineering. These positions support DEVCOM Soldier Center's competency of Systems Engineering & Integration. This specialty focuses on engineering and integrating all the key elements of a system and managing it through its lifecycle. The overall goal is to develop and design a system that meets a specific set of requirements through a process that yields timely, affordable, high-quality products that meet the needs of the warfighter. The engineering and integration process varies considerably and may incorporate several components of systems engineering, such as: program management, integrated computational design, modeling & simulation, acquisition, prototyping & integration, packaging, production & manufacturing support, product development & design, logistics, quality assurance, and fielding & sustainment. This includes, but is not limited to: developing, designing, allocating and managing user and system level requirements; joint program planning; prioritization and integration of research, development, design, testing, and evaluation; leading the development of the system architecture; evaluating design tradeoffs; balancing technical risk between systems; defining and assessing interfaces; providing oversight of verification and validation activities, to insure proper development of a platform and/or end product.

Job Duties/Responsibilities

- Serve as an engineer providing customer support to the US Marine Corps Product Manager (PM) IW for headborne systems to include helmets, eye, and ear protection
- Collaborate with a staff of multi-disciplined engineers, diverse textile disciplines, textile engineering, textile technology, and physical scientists and acquisition management professionals with technical, logistical and military backgrounds
- Perform technical and acquisiton related project and programmatic planning, guiding, conducting, and coordinating a wide range of activities involving production testing, validation, design, and development
- Complete reporting on a wide array of personal protective equipment testing
- Ensure that the organization's vision and values are integrated into the team's work plans, work products and services
- Communicate to the team leaders/project officers/program managers the assignment, project, contracting issues, technical problems to be solved, actionable events, milestones, schedules, and issues under review, and timeframes for completion

Employees at this level, working in this area, are responsible for advancing state of the art and creating new or substantially improved end items in the form of equipment, systems, materials, processes, procedures, and techniques. The work encompasses a range of assignments from systems design, integration, and configuration control; development and application of technology to transition to Program Managers (PMs) and improve products; and planning, coordination, execution, documentation, and engineering support for assigned projects. Individual positions may be focused on a particular area (systems engineering, technology development or engineering support) or may be a blend of these responsibilities. Assignments involve application of knowledge of scientific/engineering disciplines to: perform analytical work required during the planning, conceptual and definition phases of the development process; plan, organize and direct broad exploratory engineering development and production engineering studies and projects to provide novel equipment and systems; provide technical direction, advice, review, evaluation and/or integration of contractor or in-house work in developing new equipment, systems and concepts; serve as a consultant or advisor concerning R&D programs, technology areas, studies, problems, and equipment and systems; manage the combined efforts of contractors and government personnel to accomplish a development project under a program, project, or product manager. Employees are expected to work independently under general supervision as mature and fully responsible scientists and engineers. Performs other duties as assigned.
